Under that, retailers had to sell books at retail price agreed by publishers. After being scrapped in 1995 the big book chains were able to offer massive discounts.
Independent bookshops collapsed as a result, with 500 closing in the last 13 years.
Today monopolies, such as Waterstone’s have grown and “blockbusters” dominate the market.
