New figures show poverty at heart of riots

David Cameron declared “all-out war on gang culture” after the August riots. But the latest government statistics show only 13 percent of those arrested were part of a gang.

Even the police do not believe gangs played a “pivotal role”. Instead the figures pinpoint poverty as the problem.

Almost two thirds of those arrested live in one of the 20 most deprived areas of Britain.
