Commodity firms pay low rates of tax, on average no more than 15 percent. 

They gain advantage by moving to places that offer them tax breaks to encourage their investment. 

Singapore offers 5 percent tax rates. Dubai and Hong Kong have both offered zero tax status for the companies.
