Teachers and lecturers in the UCAC union in Wales voted unanimously to consider strikes over pay at their annual conference last week.
Tory education secretary Michael Gove wants to destroy teachers’ pay framework and give head teachers the power to determine individual teachers’ pay.
His changes are due to come into effect in September.
UCAC delegates debated an emergency resolution on pay on Friday of last week.
They instructed the union’s national executive committee to consider taking industrial action against the changes—with other unions or alone.
