RAILTRACK claims safety on the railways is improving after figures showed the number of red signals passed is falling. In April, May and June 112 red signals were passed, down on the previous three months.

Yet Railtrack was less quick to point out that the number of the incidents classed as "serious" had increased, not fallen. Some 42 of the incidents were classed as a "serious" danger, over 6 percent up. New Labour's NHS gimmick
