Workers at the Department for Work and Pensions (DWP) call centre in Garston, south Liverpool, struck on Friday of last week.
Some 34 workers joined the picket lines, and only 11 out of 167 workers crossed the picket line.
Scabs came mainly from management grades.
Workers there provide important helpline advice to benefit claimants.
But the centre is to be closed as part of government cuts.
Core staff will be offered relocation to Bootle or Birkenhead.
But catering, cleaning and security staff contracted by the DWP from the private sector face compulsory redundancy.
For many workers it would be the third compulsory transfer in as many years.
