THE DEBATE at a Tower Hamlets council meeting in east London last week took an unusual turn. Campaigners took advantage of a little used procedure to table a motion calling for the council to officially 'twin' with the Palestinian town of Jenin.

Campaigners had collected thousands of signatures on a petition backing the motion, and won support from a wide range of local organisations. The ruling Labour group successfully moved a motion promising to report on the feasibility of the twinning at the next council meeting.
