Promoted after Feltham murder

A public inquiry into a racist murder at Feltham young offender institute, has highlighted a lack of accountability for the killing and has named officials from the institute who were subsequently promoted.

Nineteen year old Zahid Mubarak was murdered by his cell mate, a known racist, on 21 March 2000, just hours before he was due to be released. Niall Clifford was the Feltham governor at the time of the murder.

He was promoted to an area manager’s position shortly after the death.

The former chief inspector of prisons Lord Ramsbotham last week criticised the government for not immediately suspending relevant staff.

He also criticised the government for not allowing him to hold an immediate inquiry into the murder. Zahid’s family had to fight a battle in the high court to win the right to a public inquiry.
