A NEW proposal has come out of the negotiations over Agenda for Change (AfC), the sweeping reform across the NHS.

Under the amended proposal, one of the most contentious issues—unsociable hours payments—will be removed from the package and negotiated separately. Health workers will vote on what remains in October.

The decision to remove this issue from AfC shows the government does not want a confrontation with another powerful group of public sector workers at the same time as they are taking on civil service workers.

I recently attended a course about AfC. Most of the people had not heard about the Early Implementer sites, where large numbers of workers have lost out.

Many NHS workers are already involved in preparing for AfC, whether they agree with it or not. Activists are arguing to reject it at a special union conference.
