The inquiry into the death of Baha Mousa heard this week that Colonel Mendonca, commander of 1st Battalion the Queen’s Lancashire Regiment, lied about the conditions of prisoners in Iraq.
Baha died in the custody of Mendonca’s regiment in Basra on 15 September 2003, having suffered 93 injuries.
Rabinder Singh, counsel for Baha’s family, told the inquiry the officer either witnessed a “horrific scene” in the temporary detention facility where the Iraqis were held, or did not visit them at all.
The inquiry’s chair, Sir William Gage, said that the second possibility was more unlikely.
