A leaked draft for the proposed Transatlantic Trade and Investment Partnership (TTIP) deal between the European Union (EU) and the US underlines how rotten—and fragile—the treaty is.

Some 248 pages were put online by Greenpeace Netherlands. They show corporations had a lot of input. TTIP would let them sue states over policies that curtail profits. This could be used against public services.

TTIP replaces the EU’s “precautionary principle” on new foods, drugs and chemicals with one based on “risk assessment”. This and other measures overturn bans imposed to protect health or the environment.

The leaks show “irreconcilable differences” between the EU and US. Each wants “free trade” but protectionism for some sectors—cars for the US and agriculture for the EU.

Opposition to TTIP forced EU negotiators to promise that the most controversial measures would go. They all remain.

US president Barack Obama has warned that if Britain leaves the EU it will be at the “back of the queue” for TTIP.

Based on the leaks that’s no bad thing.
