Metropolitan Police commissioner Sir Ian Blair will be criticised in the Independent Police Complaints Commission (IPCC) report into the death of the innocent Brazilian man Jean Charles de Menezes.
Jean Charles was shot last year at Stockwell underground station, south London, during an anti-terror operation.
According to leaks from the IPCC report published in the press last weekend, it will show that errors at every level of the operation contributed to an innocent man being shot dead in cold blood.
It has also been claimed that senior police sources knew that Jean Charles was not a suicide bomber hours after he was killed.
But Ian Blair was still claiming that the shooting was connected to anti-terrorism operations five hours after it took place.
After his death Jean Charles was smeared by the press, accused of being an illegal immigrant and then a rapist. The latest charge is that he had cocaine in his bloodstream.
The Justice4Jean campaign has condemned the latest round of smears, which come as part of a consistent attempt to muddy the water over the killing.
Alex Periera, Jean Charles’s cousin, asked, “How many more lies will they tell before they are punished for murdering an innocent man?”
