TONY BLAIR and John Prescott tell us that delays in building London Underground’s Jubilee Line extension show that the public sector is inefficient and that “public-private partnerships” are the way forward. But a new report by the House of Commons public accounts select committee found that flagship computer systems, set up under the Private Finance Initiative, have been a fiasco.
The report says basic errors in the computer projects “were repeated time and again but lessons do not seem to have been learned”. There have been major problems with such schemes 14 times under Labour . The report says, “As well as wasting enormous sums of public money, failures in IT can have disabling impacts on public services. “These have included the failure to pay social security benefits to vulnerable people and major delays in issuing people their passports.”
