The offices are in Garston in Liverpool, Leicester, Cardiff and Birmingham.
Early indications are that the other sites will accept the closure, but that Garston will fight. The PCS union’s Liverpool branch will discuss a motion calling for a political and industrial campaign to reverse the closure at a meeting next week.
Britain’s most senior tax officials were set to strike on Friday of this week.
The officials in the First Division Association (FDA) are in dispute over the imposition of new appraisals.
