Home secretary Theresa May asked prosecutors to name juveniles. Within hours the Crown Prosecution Service (CPS) issued guidance to do so.
The CPS says its prosecutors should ask courts to lift reporting restrictions where it is in the “public interest”.
This now includes cases of “significant public disorder”.
